Resolve to Save Lives (RTSL) is seeking a part-time consultant to refine and operationalize an impact evaluation methodology supporting its Collaborative Surveillance program. The consultancy will focus on strengthening the evaluation design and developing standardized tools and protocols to ensure rigorous, mixed-methods data collection across multiple country contexts. The consultant will collaborate closely with technical staff to enhance measurement frameworks, data quality procedures, and implementation guidance.
Responsibilities:
- Refine and operationalize the evaluation methodology and measurement framework
- Develop quantitative survey instruments and semi-structured qualitative interview guides
- Create data collection protocols and quality assurance guidance for consistent implementation
- Draft a qualitative codebook aligned with the impact framework
- Develop training materials, including slide decks and facilitator notes for in-country data collectors
- Prepare practical implementation guidance for standardized, high-quality data collection
Requirements:
- Strong background in social science research and mixed-methods evaluation
- Demonstrated experience designing evaluation methodologies and measurement frameworks
- Experience developing surveys and qualitative data collection tools
- Experience conducting qualitative data analysis (NVivo preferred)
- Proven ability to produce high-quality evaluation reports and actionable recommendations
- Experience in public health or international development, preferably across multiple countries
This consultancy spans approximately five weeks part-time and supports strengthening epidemic intelligence systems through rigorous evaluation practice.
